The town is of the regional value; the center of the district of the same name. It is located on the river Sluch (tribute of Goryn, the basin of  Dnipro), 87 km to the west of regional center. It is an important place of railway and motorways.

First remembered in Ipatiivskyi chronicle in 1257 as a town Zvyagel'. It is officially ratified a town with the modern name in 1795.

Excavations of ancient settlement, in surrounding villages of Novograd-Volynsk were conducted by the expedition of Institute of Archaeology of National Academy of Sciences of Ukraine at the end of the XX century, they testified that in this place the settlement of people had already existed over thousand years ago, long before the first annalistic mentioned about a town Vozvyagl' (Zvyagel').

In 1257 Zvyagel' was completely destroyed by the troops of Danylo Galytsky. At the end of XIII- at the beginning of XIV century right-bank Ukraine (including Zvyagel'shchyna) found itself in composition the Great Duchy of Lithuania

In the middle of XIV century Zvyagel was owned by Basil and Andre Semenovychi, calling themselves the princes of Zvyagel'. In 1519 the king of Poland, the Grand prince of Lithuania Sigizmund I, presented the town to the prince Kostyantyn Ostroz'ky with permission to build in the town a castle (fortress). Zvyagel' together with other settlements of Pravoberezhzhya were brought the power of noble Poland after Lyublinska unia in 1569. It entered to the composition of Lutsk district Volyn province.

From 1806 headquarters of the Great Russian military leader M.I.Kutuzov were disposed in Novograd -Volynsk. After his pointing the shots and canister-shot were adjusted for the Russian army at Uvarivsk factory.

In 1823-25 Novograd-Volynsk became one of the centers of Decembrist motion. The staff of the eighth artillery brigade of the First army, in which brothers Andrey and Petro Borisovy served, took place here. Together with the natives of the town Polish revolutionary Yulian Lyublinskym, organized the Society of the United Slavonic People, which in 1825 united with the Society of Decembrists.

Twice in 1846 Novograd-Volynsk was visited by T.G.Shevchenko, which perpetuated the picturesque views of Polissya in a story "Varnak".

After formation of Zhytomyr region on Septembers, 22, 1937 Novograd-Volynsk became the district center of this area.

Within the limits of the town there is a geological nature monument of local value "Stone Mushroom". Through the town a water tourist route lies by the river Sluch with numerous rapids and cracks.

Museums which work in town: Lesya Ukrainka literary-memorial museum, Kosach's house-farmstead, the museum of regional ethnography. The monuments were set up to Lesya Ukrainka, to the fighters of the first equestrian Army, memorial plaques to T. Shevchenko, to German writer Ernest Konchak, to a Jewish writer M.-B. Feyerberg, to physicist, to translator  M.Kosach, to chemist  B. Lysinu.

In Novograd-Volynsk there are 6 architectural and town-planning monuments of local value. Among them are the Shchorsa cinema, the railway station, and the castle ruins.                                                                    

Literary festival "Lesini Dzherela" holds here every year.

The natives of the town are: the genius daughter of the Ukrainian people Lesya Ukrainka (L.P.Kosach), authoress of O. Kosach-Krivinyuk; decembrist Julian Lyublinskyi, choreographer B.Sharvarko; chemist-technologist, corresponding member of Ukrainian Academy of Sciences B. Lysin; poets P. Gradov, M.-V. Feyerberg, Honoured artist of Ukraine O. Aminova, S.Veterchuk, meteorologist, the Doctor of Geographical E.Shkol'nyi, a writer Ya.Chernis, an architect V. Kolomiets,  an actress O. Yakovleva
